Exercise Support
For the past four years, Netsimco has play an important role in the development of the Maritime Headquarters with Maritime Operations Center (MHQwMOC) and Joint Force Maritime Component Commander (JFMCC) Concepts. Beginning in early 2003, Netsimco employees became actively engaged in the evolution of these concepts.  We developed the processes and architectures to test the original JFMCC TacMemo (3-32-03) which was signed by Commander Fleet Forces Command in 2004, and represented the first step in establishing doctrine for the Navy at the operational level of war.  Since that time, Netsimco has played a pivotal roll in the development of the JFMCC  and MHQwMOC Concepts across the DOTMLPF spectrum.   Netsimco was awarded a contract by Commander Second Fleet to establish the as is baseline for MOC systems configuration.  In the process of performing these tasks, Netsimco employees visited each and every Navy MOC including all functional MOCs.  Netsimco employees have been the only contractor personnel to address the JFMCC Flag Office Course of Instruction providing these future Fleet Commanders with lectures dealing with Information Management, Knowledge Management and C4I Systems.  Recently, Netsimco s role in MHQwMOC has expanded to include providing all contractor support for the Navys Assist and Assess Team, which provides assessment visits to Maritime Headquarters to support their certification process.   Visits include academic lectures, collection and analysis of performance relative to established Joint Mission Essential Task List and Fleet Training Objectives.  Additionally, Netsimco has been selected to develop the Battle Lab portion of the MOC Training Operators Course, which will be based in Newport at the Naval War College.

Homeland Security
Network and Simulation Technologies Inc (Netsimco) is the leading supplier of strategic planning and war gaming/exercise support services for the U. S. Navy. As the lead contractor in the Homeland Security/Homeland Defense (HLS/HLD) Division of the U. S. Naval War College, Netsimco "earned its stripes" in the immediate wake of September 11th, by providing a strategic planning/crisis action exercise for the Fire Department of New York. This exercise received nationwide recognition and high praise from New York City leadership. This outstanding effort became the genesis for a series of high-level, high-visibility HLS/HLD events. These events included the following customers:

        New York Police Department
        Federal Emergency Management Agency
New York City Office of Emergency Management
        State of Rhode Island
        Greater New York Hospital Association
        Transportation Security Agency

Participants included elected officials (Mayor of NYC), senior level decisions makers, senior uniformed personnel and industry executives. Exercises are designed to focus these key decision makers on strategic and operational issues. Our well-crafted scenarios take these groups through a step-by-step process that examines key issues, destroys preconceived notions, and allows participants to explore new alternatives. Issues include:

        Crisis/consequence management
        Inter-agency cooperation
        Command and control
        Government/industry cooperation
        Risk analysis
        Defense support for civic authorities
        Executive decision-making
        Media considerations

Netsimco creates and moderates strategic planning exercises that evaluate and assess these issues. The exercise environment allows new ideas to be safely explored prior to implementation. Lives are not jeopardized. Resources are conserved. Effectiveness increases as mutual understanding grows.
High-powered and driven, senior level participants demand equally driven moderators to control discussions during an exercise.
Netsimco has over 10 years experience moderating strategic planning exercises. In addition to moderation, Netsimco will provide guidance to the client in development of goals, objectives, and issues. Netsimco will create scenarios and conduct post exercise review and analysis. Netsimco dedicates itself to improving the nation's safety and security by placing its unique and exceptional expertise at your service.
